-STERNA-TONAL UW "NEEDED. LONDON. April 8. Commenting on the absence of a code jf laws regarding aviation, the "Times," in a leading article, says:— "It is desirable that there should be some international agreement concerning the main lines of policy, with legislation based on definite principles. "There are sure to be frontier incidents, all of which may not end so peacefully as the incident at Luneville, and no pains should be spared to arrive at a working arrangement between the chief States."
