NEED FOB AMENDMENT. DANGERS OF DELAY. ,(Received 12.30 p.m.) • WASHINGTON, April 1. Ex-Senator Bailey (Democrat) says that if Congress delays in settling the tariff 1,000,000 men will be thrown idle throughout the country. - Importations are at present delayed awaiting the tariff reductions. If Congress be dilatory the whole business system will be demoralised.
