Admiral Takarcbe, the Minister for the Navy, >n explaining the naval proposals to the Budget Sub-Committee, stated that it was originally proposed to build a lleet strong enough to beat the Beet of a certain Power able to send its principal equadron of twenty-one battleships and cruisers into certain waters which would be the seen*? of the next probable war.
Owing to the country's finance, however, Japan vvae unable to carry out so vast a scheme.
