JAPS IN AMERICA. ANOTHER EXCLUSION MEASURE NEW YORK, December 10. When Mr. Woodrow Wilson aesu-mes the redns of Government in March, he will probaily be oonfremted with the bugbear of war with Japan. This will be precipitated by Senator Sanford, who has announced thsu he will reintroduce his Alien Land Bill, the .anti-Japanese measure which almost resulted in an international squabble, both in 1907 and 1909. The mea.sure provides for tlie exclusion of Japanese from the ownership of j real estate in the United States.
