SEATS IN CONGRESS ON THE ENGiISE MODEL. (Received 2.10 p.m.) WASHINGTON, Decemier 19. Prpsident Taft, in a message to Congress, advocates remodelling the American constitution, enabling members of tbe Cabinet to hold seats in the House of Representative* or the Senate on similar lines to the British Cabinet.
