REDEEMING THE PAST.
CANADA'S NAVT SCHEME. FLEETS FOR THE PACIFIC. OTTAWA. December 19. The debate on the Canadian Government's naval proposal was continued in the House of Commons yesterday. Mr C. K. Foster i Minister for Trade and Commerce > said that when at the Defenct Conference in 1909 a suggestion was made for the building of four fleets .in the Pacific—each headed by one great j fighting machine —Australia * and New | Zealand agreed to the proposal, but I Canada withheld her consent. I An opportunity was then lost of doing the most effective thing _nd securing British naval supremacy for years to come. Canada was now making an effort to redeem the past. Mr Foster ridiculed a contention by the Liberals that because Mr Borden proposed to contribute money to Britain for the building of Dreadnoughts (instead of Canada building its own fleet and manning its own shipsi Canadians were cowardly. He questioned whether the Australians and New Zealanders were cowardly because they had contributed to the Empire's navy in years past.
