PRESS FAVOURS ARBITRATION (Received 8 a.m.) WASHINGTON, December 17With few exceptions the whole of the Eastern Press denounce the refusal to submit the Panama Canal Act to arbitration. It is still doubtful whether the provincial element in the Senate, which outnumbers the statesmen, will consent to arbitration.
