HOME RULE.
IRISH DEVOLUTION. AN AMENDMENT LOST. (Received 8 a-m.) • LONDON, November 7. During the discussion of clause 13 of the Home Rule Bill, dealing with the retention of (the Irish members at Westminster, Mr F. Casscl. Conservative M.P. for St. Pancras West, moved to exclude all Irish members from the Imperial Parliament until there was no deficit in Trieh expenditure for three successive years.
Mr Asquith defended their retention as being necessary as part of the general devolution, whereof Irish Home Rule wa» the first step. Mr John Redmond said that, pending completion, "the federal system was an anomaly, and Irishmen at Westminster must be endured.
Mr Balfour derided the idea of a gen cral devolution. Otherwise the Govern ment would n-ot have handed the cus toms to Ireland.
The amendment -was rejected by 310 votes to 213.
