UNIONIST POLICY.
I REFERENCE FIRST PI*ANK. DESIRE OF OVERSEAS. (Received 11.20 a_m.) LONDON, July 28. In his speech befoTe the Unionist Convention at Blenheim Park, Mr. Bonar Law stated that fiscal reform was the first plank in his platform. Mr. Asquith's legislation had raised the cost of production. It was common sense to compensate people with preference in their own market. He did not seek preference benefiting the colonies at the expense of thp British, -which Canada and Australia would repudiate. Colonials desired and urged reciprocal preference and co-operation with the Empire in peace and war. The Commonwealth and Dominions were going to do an immense trade, and it restod with England whether she or her competitors would have the leading share. I ,
