TARIFFS AND MONOPOLIES.
(Received 11.30 a.m.) BERLIN, March 5. Rerr Delbrueck (ex-Director of the Colonies), speaking in the Reichstag, stated that foreign industry has grown stronger. Tariffs had not helped Germany against protectionist countries, but free trade England had put-up with anything foreigners thought fit to do.
