DIRECT POPULAR VOTE. FAVOURED BY THE SENATE. « -i (Received 9 a.m.) WASHINGTON, June 13. The Senate, by 64 votes to 24, passed a resolution to amend the constitution to provide for the election of Senators by a direct popular vote. Senator Bristow's amendment, providing for Federal Governmental supervision of such elections, was adopted, on the vice-president's casting vote, which was given despite protests. Under the present system two senators from each State are elected by the State Legislature for the term of six years, representatives being chosen by popular vote for two years.
