THE TRIPLE ALLIANCE.
IS JAPAN TO JOIN IT ? BERLIN, July 12. Professor Wirth, a well-known political writer, in the course of an article which has just been published, declares that Japan will not renew its alliance with Great Britain, but will join the Triple Alliance—Germany, Austria, and Italy. England is, therefore, says Professor Wirth, taking the precautions that will be necessary in the circumstances, greatly strengthening her fortifications in the Far East, and otherwise preparing for all eventualities. According to the same authority, England is trying to patch up her diO'erences with Germany in order to prevent a new grouping of Powers. Professor Wirth's writings are supposed to be officially inspired.
