MANCHURIAN AGREEMENT.
RUSSIA'S POWER IN EUROPE. HER FORMER PROMINENCE. (Received 8.25 a.m.) LONDON, July 8. German and Austrian newspapers con■ider that the Russo-Japanese agreement will relieve Russia of the fear of a conflict in the Far East, and tempt her to withdraw her troops in Asia in order to recover her former prominence in Europe.
