Brady (Otahuiu) asked the coa» ference to support a recommendation to the effect that -when land within a certain radius of the city was cut"up,.the owners should be compelled to metal a3 well as form any roads put through s'uctt land. He pointed out how heavily the present system ('by.which, the Board.ba3 to take over the roads formed trafc not metalled) pressed on the ratepayers in an instance that had occurred at Otahuhu quite recently. ;•-;_ Mr. J. Todd thought it very unfair that where a syndicate'cut up land as a, speculation, and made "a good thing out of it," the ratepayers, should have . to pay the cost of metalling the roads through such land.
