The Governor of Fez has succumbed to the tortures inflicted upon him by the Sultan's orders in order to induce him to disclose where he had hidden his wealth. Mulai Hafid is addicted to drugs, and the Vizier's difficulty lies in restraining wholesale murders. There are indications that the exasperation of the population will shortly find an outlet.
