WELLINGTON, Monday.

To-morrow Mr. Justice Cooper will swear in the Chief Justice (Sir Robert Stout), who will act as Deputy-Governor until the arrival of Lord Islington. This afternoon the City Council discussed the procedure to be followed in welcoming the new Governor. The Mayor said that he thought it would be undesirable to have one ceremony at the wharf, another at Parliament Buildings, and another at the Town HalL He suggested a reception at the wharf. This suggestion was approved by the Council. It was understood that there might be a subsequent cereliiony in the Town Hall.

Sir Joseph Ward was questioned today about the Government's part in the programme. He remarked that so far the Government was concerned -with only its own official reception to the new Governor. No representations had yet been made to the Government about co-operat-ing with the citizens of Wellington.
