REFORM OF THE CONGO.

LONDON, March 21. Writing to Mr. Morel, secretary of the Congo Reform Association, the Primate (Dr. Davidson) denies that he is satisfied with the present position of the Congo. He was not merely disappointed, he said, but had been rendered profoundly uneasy by Sir Edward Grey's recent speech on the subject in the House of Commons. The Primate adds: "It is impossible to share the Foreign Office's gentle optimism and chivalrous consideration for the difficulties of the new Belgian Sovereign. It does not relieve us of our responsibility."
