RUSSIA AND AUSTRIA.
THE BALKAN ANNEXATION. ST. PETERSBURG, November 12. There is friction between Russia and Austria through the official Viennese newspapers alleging that M. Isvolsky (Russian Foreign Minister- agreed beforehand to the annexation of Bosnia and Herzegovina. M. Isvolsky repudiates the allegation, and adds that he is willing to publish all the correspondence affecting the European situation, starting with the agreement of 1897, but perhaps it would be inconvenient to other Powers besides Russia. ..
