THE CONSTRUCTION VOTES. BRITAIN FALLS BEHIND. LONDON, August 25. An interesting return has just been published of the naval expenditure of the principal Powers. This shows that while Great Britain's expenditure totals £35,000,000, compared with Germany's £19,500,000 and the United States' £28,750,000, the amount voted for new construction in Germany— namely, £10,751,000 —exceeds that of Great Britain by half-a-million, while America's amount is £10,015,000.
