MB. GUINNESS ELECTED SPEAKER.

WELLINGTON, this day.
The seventeenth Parliament of New Zealand was formally opened by commission at 11.30 a.m. to-day. After members had been sworn in, the House of Representatives proceeded to elect-the Speaker. The Hon. T. Y. Duncan nominated Mr. A. R. Guinness, and referred to the ability with which Mr. Guinness had previously filled the position. Mr. Hanan seconded the nomination. He said Mr. Guinness had been 25 years in the House, eleven years Chairman of Committees and six years Speaker. The good order and decorum of the House curing that period had been notable. There were no other nominations.
Mr. Guinness, on returning thanks, expressed his sense of the high honour proposed to be conferred -upon him. He was fully impressed with the responsibility of the office and would do his best, however difficult the task, ■without reference to personal or political friendships. He asked for the loyal co-operation of members.
The Prime Minister congratulated the new Speaker. He said that in 54 jeas* the House of Representatives had only had seven speakers. Sir G. M. CRorke held the record with seven terms of office, and Mr. Guinness, by entering on a third term, held second place. Members would loyally support the Speaker in maintain. ing good order and decorum in the House. The Leader of the Opposition expressed pleasure at the re-election or Mr. Guinness to be Speaker. The Speaker expressed his acknowledgment and the House adjourned until 3.30 p.m., when the Speech from the Throne will be delivered in the Legislative Council.
