MAINTAINING PEACE AND CONCORD. SPEECH BY LORD lAN3DOWNE. (Received 5.20 a.m.) LONDON, October 13. Lord Lansdowne, Leader of the Opposition in the House of Lords, and Foreign Secretary in the Balfour administration, speaking in that Chamber, warmly endorsed the pacific speech made last week by Sir Edward Grey, Secretary of State for Foreign Affairs. The one desire of the Opposition, he said, was t 0 strengthen the hands of the Government, and to assist in the maintenance of international law and peace. Lord Fitzmaurice, Under-Secretary of Foreign Affairs, said that the Government was encouraged by the confidence that they had the nation united behind them. He believed that diplomacy would be able to secure the maintenance of Turkey's improved institutions, and at the same time simultaneously maintain the goodwill of the Balkan States.
