SERVIA'S WAR FEVER.
ALLAYED RY THE GOVERNMENT. A PACIFIC POLICY. BELGRADE, October 13. The statement that the Skuptschina (Assembly) had held a secret sitting on Sunday, and had, by 93 votes to 66, declared against war with Austria, was deliberately circulated by the Servian Government in order tc allay the warlike excitement in the streets. The Skuptschina unanimously gtive the Government a free hand to safeguard Servian interests, and voted 16,000,000 francs to make the army efficient. The Government has resolved to pursue a pacific policy, and has rebuked the Crown Prince for his bellicose utterances on Sunday last. The Montenegrin Parliament, at a secret sitting, voted all the Government's requests for war supplies. 0
