iHENNIKER HEATOIPS SCHEME. LONDON, October 2. I Mr. Henniker Heaton, in a letter to "The Times," urges Mr. Asquith to sancjtion a universal penny postage loan of I £1,000,000, which would be sufficient, be sides covering the initial sacrifices of revenue in connection with what was bound \to be a highly productive expendit__Fe, to provide a sinking fund to redeem the loan in a decade. He contends that capitalists would willingly relieve the Treasury of all responsibility in initiating the reform.
