TTBW SYSTSM SUGGESTED. (Received 11.7 a.m.) MELBOURNE, this day. Mr. Scott, secretary of the Postal Department, in his evidence before the Postal Commission, considered that the telegraphic services wore in a rotten condition when taken ovrr by the Commonwealth, while the latter had not provided sufficient money to replace obsolete appliances. He recommends that five commissioners be appointed to control the Department, a Chief Commissioner with one electrical expert, another postal expert, another to deal with financial matters, and the fifth to deal with the staff.
