SIR SPRING RICE RESIGNS. (Received 5.20 a.m.) LONDON, July 14. Sir C- A. Spring Rice, British Minister at Teheran, has resigned on the ground of ill-health. LONDON, July 14. Reuters Agency reports that Mr. G. H. Barcla3', secretary of the British Legation at Constantinople, who has been acting Minister since Sir N. O'Conor's death, has been appointed Minister at Teheran.
