FRANCE AND CANADA.
TREATY NOT RATIFIED. OTTAWA, July 13. Referring in the Dominion House of Commons to the French Senate's: delay in approving of the Franco-Canadian commercial treaty, Mr. W. S. Fielding (Minister for Finance) admitted that the French Government was doing its utmost to secure approval, but hinted that nonapproval would probably render the denunciation of the treaty of 1803 unavoidable.
