GERMANY'S ATTEMPT TO DESTROY. INCIDENTS OP THE CRISIS. (Received 8.37 a.m.) ST. PETERSBURG, July 13. Owing to German criticism, intended to destroy the entente between Britain and Russia, an official statement has been issued from St. Petersburg which explains Russia's attitude regarding the Persian crisis, and states that immediately Colonel de Baikhoff, Russian officer commanding the Cossack Brigade at Teheran, issued an ordinance and assumed personal authority the Russian Legation interfered and directed him to act only as a servant lent by Russia to the Shah.
