ACCELERATING THE CONSTRUCTION. (By Cable.—Press Association.—Copyright.) LONDON, March 20. Lord Tweedmouth has written to the Earl of Cawdor explaining that his words "any reasonable or probable combination of foreign Powers" were intended as an extension, and not as a restriction of the two-Power standard. Mr. G. Lambert (Civil Lord of the Admiralty), speaking in the House of Commons, promised the contractors a bonus if they accelerated the completion Jof the Eosyth base. He stated that two •docks in Gibraltar were capable of taking in Dreadnoughts.
