CANADA AND JAPAN.
Mr. Xiemieiix Seeking Powers
LONDON, October 21
In connection with his visit to Japan, Mr. Kodolphe Lemieux, the Canadian Postmaster-General, is seeking credentials, and will confer with the Colonial Secretary (Lord Elgin) and the Foreign Secretary (Sir Edward Grey) in London before proceeding to Tokio.
[Mr. Lemieux would possess no constitutional powers of negotiation in the eyes of Japan failing the receipt of ere dentials from London, since the Foreign Office is the sole official mouthpiece of the British Empire.]
