The New York correspondent of the " Tim.s " says that the Vancouver riot was carefully arranged in order to impress Mr. Ishii and the other Japanese officials. The leaders of the demonstration were not Canadians, but Mr. Frank Cotterill, president of the Federation of Labour of the State of Washington, and Mr. Fowler, secretary of the anti-Japanese and antiCorean League in the.same State, and Mr. Listman, a Labour leader, from Seattle.
