FINANCIAL REVIVAL.
LONDON, July 11.
The Chancellor of the Exchequer (Mr. H. H. Asquith), speaking at the opening of the offices of a large insurance company in the Strand, expressed the opinion that the bottom had been touched in connection with the depreciation of national credit. There were distinct signs that upward progress had begun. Mr. Asquith remarked that in the legislation contemplated existing contracts and obligations would be rigidly respected.
