UNEARNED INCREMENT.
Important Land Value Bill.
LONDON, July U. -The Land Values of Scotland Bill has been read a second time in the House of Commons.
A motion by Mr. J. F. Remnant (Conservative member for Holborn) f Or the rejection of the measure was negatived on the following division: For the motion Against . * 2 94 Mr. Balfour warned the Commons that if the principle of rating unearned increment was adopted in Scotland it would be extended to England. Evidently, he said, the Government contemplated a fundamental and immense change in the incidence of local taxation. They had adopted the teachings of Henry George, and were treating Scotland as experimental grounds for wildcat schemes.
