The "Toronto Globe" denies that Sis Wilfrid Laurier is in favour of a permanent Imperial Coulicil, but states that he is willing to unite with the other Premiers in an effort to reach a defiiute understanding with the Imperial Gcyernment relative to the position of- tin colonies in regard to Britilh treaty obligations. ■ ™
