BRITISH NATIVE RACES.
Proposed Concerted Action. CAPETOWN, April 7. Mr. O'Kelly moved a i-esolution in the Cape Assembly yesterday in favour of the formation of an international commission to devise means for the amelioration of the native races, in view of reports as to ill-treatment of them in Australia, Nigeria, the Congo Free State and South Africa and the various Portuguese possessions. Mr.- J. X. Merriman strongly opposed the resolution. He said that to a selfgoverning colony it would be intolerable to have international interference in its native policy. Cape Colony's native policy had been most liberal and singularly successful.
