GREAT BRITAIN AND LABUAN.
Apology by Russia. LONDON, January 18. The Russian Government have expressed to Great Britain their regret that the Russian newspapers had accused her of allowing the Japanese to establish a base of operations in the island of Labuan. [The accusation, published by the "Novoe Vrenvya," was to the effect that Great Britain had allowed the Japanese to establish a naval base, and had meantime pretended a telegraphic breakdown to conceal her breach of neutrality.]
