RUSSIA AND CHINA.
UNITED STATES NOTE. URGES INTERVENTION. REPORTED RUSSIAN ULTIMATUM. LONDON, January 18. The Chinese Government have riven a general denial to the charges of Russia as to breaches of neutrality. The United States Secretary, Mr. John Hay, has invited the Powers to assist in inducing the belligerents to respect the agreement come to at the beginning of the war to limit the field of operations to the country east of the lian River. The New York Herald's correspondent at Tientsin reports that Russia has threatened to invest Northern China with troops if the Chinese Government continues to discriminate la regard to contraband goods in favour of the Japanese.
