The Japanese are particularly directing their attention to the destruction of the Russian warships. (Received 9.29 a.m.) LONDON, October 18. Orders have been received by which correspondents who are now at some distance from the army before Port Arthur will be permitted to join the besiegers. General Steessel, commanding at Port Arthur, expects that the next attack will be made on the Mikado's birthday, November 3.
