PORT ARTHUR.
BOMBABDISG THE WARSHIPS. BALLOON DIRECTS FIRE. (Received 9.29 ajn.) LONDON, October 18. The attack on Fort Arthur is being actively carried on. The Japanese are particularly directing their attention to the destruction of the Russian warships. With a view to directing the necessary high angle fire on the ▼easels the attacking force is making use of a balloon. PERMITS FOR CORRESPONDENTS.
ATTACK ON MIKADO'S BIRTHDAY.
(Received 9.29 a.m.) LONDON, October 18. Orders have been received by which correspondents who are now at some distance from the army before Port Arthur will be permitted to join the besiegers. General Steessel, commanding at Port Arthur, expects that the next attack will be made on the Mikado's birthday, November 3.
