AMERICAN WARNING TO JAPS.
SHANGHAI CRUISERS MUST NOT BE ATTACKED. TIME EXTENDED TIIX TO-DAY. (Received 9.45 ajn.) LONDON, August 22. The Tiaotoi of Shanghai has extended the time for the Askold and the Grozoroi till noon of the 23rd inst. The Askold cannot cross the bar this week owius to low tides. Admiral Sterling, eosamaudiiig the American fleet, has determined that the Japanese must not interfere with tke Askold or Grozovoi, which he has offered an escort outside the three miles' limit.
