"MASTERLY INACTIVITY."
A NEWSPAPER'S COMPLAINT. (Received 8.39 a.m.) LONDON, August 22. The Standard, in commenting in a leading article on the situation at Shanghai, complains of what it describes as the apparent " masterly inactivity " of the squadron of Admiral Sir Gerard H. Noel. Two American warships are at Chifu, but not a single British vessel.
