THE POSITION OF CHINA.
Statement by Cassini. LONDON, August 20. The Russian Minister at Washington, Count Cassini, has stated in the course of an interview that Mr. Hay's "grand" scheme to ensure the neutrality of China had gone to wreck, and that the entire Chinese question was now. open to all ; eventualities.
