International Amenities. AMSTERDAM, August 20. A Socialists' Congress held here ha", by 25 votes to five, endorsed a resolution passed at Dresden censuring tbe policy of opportunism followed by M. Jaures, the leader of the French Socialists. M. Jaures, who was present, replied that the Germans had derived their electoral rights from their Sovereign. He added: "We won ours at the barricades." M. Bebel, the Leader of the German Socialists, retorted: "It was Napoleon you owe the suffrage to, and it was Bismarck, who captured the Emperor, you owe the republic to."
