PORT ARTHUR.
A FOUR DAYS' BOMBARDMENT. LONDON, August 13. It is stated that the Japanese siege guns have been bombarding Fort Arthur for the last four days. NON-COMBATANTS TO LEAVE. (Received 9.23 arn^ LONDON, August 14. The Mikado has issued an order to the Japanese general commanding at Port, Arthur to allow all non-combatants to leave the town.
