LONDON, August 14. Latest details of the Japanese action show that Commander FujiI mote, remembering that the Bus-
sian gunboat Sivontcli's disregard of the laws of war at Ni.TL-eh.waag, j and presuming that the twentyfour hours' limit had expired, and that lie was entitled to fight or capture the Reichtelin, sent a lieutenant to tell Captain Rostcliakovski that he must fight in the open or be to-wed out. Captain Rostchakovski privately ordered gunpowder to be arranged to blow up everything, and threw himself on the lieutenant. Both fell overboard. The fight extended to the sailors, and several fell overboard struggling, and some perisi.ed. Captain Rostchakevski's mission to Chifu was important. He burned his papers before the Japanese arrived.
