DEFENCE OF INDIA.
New Military Scheme. (Received 8.52 ajn.) LONDON, August 14. In the House of Commons Mr. Broi rick, in delivering his Indian Budget speech, explained Lord Kitchener's' scheme for the mobilising of a larger num-V ber of troops than was possible previous- - ly, in the event of trouble on the northwest frontier. Henceforward it was 'intended to devote £660,000 of the surplus to provide equipment and stores.
