CZAR AND CONVICTS.
THE KNOUT ABOLISHED

ST. PETERSBURG, July 8 An order of the Czar has abolished the use of the knout, in flogging with rods, and the chaining of convicts to wheelbarrow. The order applies to both the convict prisons on the island of Saghaton and in Siberia.
