DEFEAT OF THE GOVERNMENT
ROME, February 22
Abstentions causing" the outnumbering of the votes for the Ministerial candidate for the Presidency in the Italian Chamber, the Cabinet has resigned. The Socialists found the Government programme inadequate, and the Conservatives resented the Divorce Bill. It is understood Sign or Zanardelli, the Premier, will reconstitute the Cabinet from the party known as the Constitutional Left
