GERMANS ATTACKED BJ CHINESE. ,

HONG KONG, February 24. Chinese regulars attacked fifty Germans westward of Paotingfu oa Thursday. The Germans fought a rearguard 1 action. They had one man killed and seven wounded. Chinese casualties totalled two hundred.

The Germans have begun to transfer to the British the Pekin-Shanhaikwan railway. The British have resumed control of the Pekin-Tientsin section* The question of the cost of repairs to the line has been reserved for diplomatic settlement. Li Hung Chang states that Chatmg Yuhsien has now been punished in accordance wijjh Ministers' demands. An Imperial edict has been issued ordering the palace in the Forbidden City to be prepared for the Court1! return to Pekin at the end of March. . The Foreign Ministers consistently ignared the Empress Dowagerl throughout the negotiations, recognising the Emperor alone. Four hundred Welsh Fusiliers, stationed at Hong Kong, have been ordered to Pekin to relieve the Australian . Contingents. ' . THE AMERICAN MINISTER. LONDON, February 23. jj Mr Conger, the American Minister at Pekin, has been granted 60 days' leave. Mr W. W. Roekill, the American Special Commissioner, will take Mr Conger's place, continuing the peace negotiations.
