BIRKENHEAD BOROUGH COUNCIL.

(To the Editor.)

Sir-Knowing you always advocate fair play, would you be kind enough to inform me if it is usual for a Council like the above to appoint a valuer for the district and then hold meetings to discuss the valuation before it has been declared? If such a proceeding is legal, why employ •a valuer at all? They might save the sali ary for that purpose. I have been given 1 to understand in some cases the valuation has been altered. I don't know if any other district has adopted this rule; if so, would you kindly inform your subscribers n.nd oblige.—l am, etc., A RATEPAYER.

[The course above stated is distinctly irregular and wholly indefensible. — Ed. E.S.]
