[BY ELECTRIC TELEGRAPH.] (PRESS ASSOCIATION-COPYRIGHT, (Received December 5, 10.30 a.m.) McKINLEY'S MESSAGE. PEACE AND CONTENTMENT IN " SAMOA. ORDER AND LIBERTY IN THE PHILIPPINES. THE CHINA SETTLEMENT. PROPOSED REDUCTION OF TAXES. WASHINGTON, December 5. The President's Message to Congress indicates a prevalence of peace and contentment in Samoa, gradual extension of oi'der and liberty throughout the Philippines, and necessity for a full expiation of guilt on the part of China, as well as compensation for wrongs inflicted upon foreign residents. The compensation sought is to be obtained partly hy increased guarantees of security, but especially by further opening up of China and equal trade. The Message also supports the Russian proposal to refer the question of Chinese indemnities to the Hague Arbitration Tribunal if further delay takes place in Pekin.
The Message recommends reduction of internal revenue taxes by thirty million dollars, and commends the Hay-Pauncefote treaty to the favourable consideration of the Senate.
