WASHINGTON, September 1,
Russia informs Washington orally
that the relief of the Legations terminates the Allies' mission. The Rus-
sian representative is not needed in the absence of the Government from Pekin. Hence Russia had redalled her Minister and troops. Russia will appoint a Minister when a Government desirous of negotiating is re-estab-lished. Russia does not intend to ac-
quire territory in China. The occupation of Niuchwang was dictated by military reasons for the security of the Russian borders, and Newchwang will be evacuated when order is re-
stored and if the action of the other Powers should prove no obstacle.
America replied to this deliverance, asserting that besides the relief of the Legations the Allies are pledged to open the door to treaty rights and to the enforcement of reparation for dam-
age already inflicted. Pending- stable
authority being set up, the united occupation of Pekin is desirable, because separate withdrawal foreshadowed separate methods of protecting respective interests. Unless continued united occupation was agreed to, Brigadier-General Chaffee has been instructed to arrange for concerted withdrawal. France has completely acquiesced in the reply, while Germany resists the idea of withdrawal. NEW .YORK, September 1. The New York "Herald" states that five Powers have agreed to withdraj-v from Pekin, German}' and Italy "dissenting. LONDON, September 1. The "Times" hopes it is unnecessary to say that Great Britain disagrees with the Russian proposals. It would not be safe to restore the old regime, and it does not follow that the rest are bound to retire because some of the Allies leave. It will not be difficult to hold Pekin until stable government is set. up. BERLIN, September 1. The German j.ress express consternation at the proposed withdrawal. • HONGKONG, September 2. M. De Giers, the Russian Ambassador, and General Lenevich, commanding the Russian forces at Pekin, have been instructed, local, circumstances permitting, to withdraw all Russians to Tientsin, pending the appointment of plenipotentiaries. ST. PETERSBURG, September 2. Count Lansdoff, Minister for Foreign Affairs, in a circular submitting the withdrawal proposal to the Powers, -cHv_lls upon the Allies' unimpaired agreement to maintain China's integrity and actual State organism with a view to promoting the establishment of a stable, unassisted Government.
